WhatsApp records voice notes with the Opus codec. A note saved on Android ends in .opus, and WhatsApp Web or the desktop app saves it as an .ogg file with the same Opus audio inside. Both upload here as they are, so there is nothing to convert or rename first.

WhatsApp can also transcribe voice notes itself, on the phone, once voice message transcripts are switched on in its chat settings. That feature works from a fixed list of languages that differs between iPhone and Android, and some languages are on neither list: a Persian or Indonesian voice note, for example, gets no transcript from WhatsApp at all. What WhatsApp shows also stays inside the chat. A transcript made here is a separate record you keep, with speaker labels when several people talk on the note and a summary when someone talks for a long time.

Can WhatsApp itself turn voice notes into text?

Yes, on the phone, once voice message transcripts are turned on in WhatsApp's chat settings; they are off by default.
